This article explains what to do when the “Activation blocked” message occurs during the activation process

Cause
This activation related error message appears when the activation key has been administratively blocked by ApexSQL. Possible reasons for this could be unpaid order, voided order, upgrade to bundle, etc.

Contact customers@apexsql.com and provide the activation key in question to discuss further
